The UK Civil Aviation Authority (CAA) has launched a consultation on regulatory models for capacity expansion at Heathrow Airport.
The shortlist includes four approaches: enhancements to the existing framework, a long-term price control model, competitive delivery models, and an alternative developer model.
The alternative developer model would allow a separate entity to design, build, finance, own and operate assets like a new terminal.
The consultation runs until June 15. The CAA plans to issue an update in July 2026 and a detailed document in autumn.
