The U.S. suspended biannual defense talks with Canada over concerns that Ottawa is failing to boost military spending and complete a review of F-35 fighter jets.
A Pentagon official said Canada has not made the hard decisions needed to become a credible security partner.
Canada has played down the tensions, with Prime Minister Carney saying the suspension would not affect joint NORAD operations.
