A seller at Ninh Hiep wholesale market says: "Police come once a year, seize a shop, then it's business as usual."

The market is among 30 "notorious markets" listed by the USTR. Washington has designated Vietnam as the world's worst IP rights offender.

U.S. imports from Vietnam surged, leading to a $54.8 billion trade deficit. The Trump administration aims to reduce deficits.

Vietnam launched an anti-counterfeit campaign, but impact is limited. As one vendor put it: "As long as there's demand, there will be supply."
