Hundreds of Cubans took to the streets, blocking roads and shouting "Turn on the lights!"

Energy Minister Vicente de la O said the country is completely out of diesel and fuel oil.

Blackouts now last 20 to 22 hours a day in many districts.

Cuba has installed 1,300 megawatts of solar power, but grid instability reduces output.

The Russian-flagged tanker Anatoly Kolodkin was the only recent fuel delivery.

The UN called the blockade unlawful, undermining rights to food, health, and water.
