AzerGold QSC has commenced operations on non-metallic mineral deposits following a Decree by President Ilham Aliyev dated April 20, 2026. The decree allocates limestone and sand-gravel deposits in Baku's Garadag district, Absheron, Zagatala, Balakan, Oguz, and Imishli regions to the company.
An operational Working Group has been established within the company and has already started activities. Simultaneously, work is underway to form an appropriate organizational structure to ensure flexible and coordinated execution of tasks. The Working Group has prepared a short-term action plan to increase efficiency and meet market demand.
Meetings have been held with representatives of the State Agency for the Use of Mineral Resources under the Ministry of Ecology and Natural Resources, and field visits have been organized. During monitoring, technical accessibility, infrastructure, logistics, terrain features, and environmental conditions were analyzed.
Exploration work has begun on the "Guzdek Muldasy" deposit in Baku's Garadag district and Absheron. Work on the Imishli deposit is scheduled to start in June. Deposits in the northwestern regions—Zagatala, Balakan, and Oguz—will be developed in the next phase due to distance from Baku, limited infrastructure, and logistical costs.
The application of preferential mechanisms stipulated in the decree is considered key to economically viable extraction. As a state-owned company, AzerGold prioritizes profitable operations.
This decree continues institutional reforms in the non-metallic mineral sector. From 2027, permitting, expertise, and auction processes will be conducted through the "Digital Ecology" system on a one-window principle, simplifying procedures and enhancing transparency.
Previously, in 2025, AzerGold collaborated with Boston Consulting Group to analyze over 70 deposits across economic regions. Proposals for improving institutional management and the regulatory framework were submitted to the Cabinet of Ministers.
