The United Nations on Friday added Israel and Russia to a U.N. blacklist of countries suspected of committing sexual violence in conflict zones.
Israel's foreign ministry said it would sever all ties with U.N. Secretary-General Antonio Guterres over the move.
The report includes harrowing descriptions of abuses by Israeli and Russian armed forces.
Israel's U.N. Ambassador Danny Danon called the decision a "new low" and said it was political.
Russia's U.N. mission did not immediately respond, while Ukraine's foreign minister welcomed the report.
Being listed does not automatically carry sanctions but can cause reputational damage.
Israel said it had responded to allegations and invited U.N. representatives, but the visit was suspended due to the Gaza war.
Pramila Patten, the report's compiler, said conflict-related sexual violence cases rose by over 100% in 2025 compared to 2024.
