After the Second Karabakh War, Azerbaijan is undergoing major changes under the 'Great Return' program. A completely new reality is emerging in the region.
Khayal Bashirov, head of the Center for Political and Legal Research, told Oxu.Az that restoration and reconstruction in the liberated territories, as well as the return of people to their homelands, are priorities.
For a long time, due to Armenia's occupation policy, nearly one million people became refugees and IDPs. The laws adopted in line with the realities of that period have now lost their relevance.
Bashirov noted that the legislative system is being updated. Amendments to the Housing Code include provisions for permanent housing in liberated territories. The removal of the terms 'refugee' and 'IDP' from legal acts is being carried out in parallel.
Tens of thousands of our compatriots have already returned to their ancestral lands. Due to mines and destruction during the occupation, the return is being implemented in stages. The state is accelerating the process using its internal resources.
The political commentator said that the successes achieved should be enshrined in legislation. The territories have been liberated, territorial integrity restored, and elections held. The peace process is ongoing. In such conditions, using the term 'IDP' contradicts reality. The state is taking legal steps to eliminate this contradiction.
