Russian President Vladimir Putin on Friday accused Ukraine of a deadly drone attack on a student dormitory in Starobilsk, Luhansk, killing six and wounding dozens, with 15 still missing. He ordered the military to prepare retaliation options.
Putin stated there were no military facilities nearby, and the attack came in three waves with 16 drones targeting the same location. Kremlin spokesman Dmitry Peskov called it a "monstrous crime."
Ukraine has not commented. Both sides deny targeting civilians. Russia called for a UN Security Council emergency session.
