A Russian air attack damaged port infrastructure in Ukraine's Izmail city, while Russian authorities said they downed four Ukrainian drones headed towards Moscow.

Izmail, home to the largest Ukrainian port on the Danube River, is a frequently targeted strategic location. Local officials reported damaged facilities but no casualties.

In Kharkiv, two people were rescued and one may be trapped after a Russian drone attack.

Peace efforts remain stalled. Both sides deny deliberately targeting civilians.

Moscow Mayor Sergei Sobyanin said four drones were downed. The attack followed a heavy Ukrainian drone strike on Moscow over the weekend.

Ukrainian President Volodymyr Zelenskiy stated that Russian refining capacity has dropped by 10% in recent months.
