Death toll from a drone strike on a student dormitory in Russian-controlled Luhansk, eastern Ukraine, has risen to 10 from six, a Russian-installed official said Saturday.

Russia accuses Ukraine of a deliberate attack in Starobilsk. President Putin ordered military options for retaliation.

Leonid Pasechnik, the Russian-installed head, reported 10 dead, 48 wounded, and 11 missing.

Ukraine denies the accusations, stating it struck an elite drone command unit in compliance with international law.
