NATO Secretary General Mark Rutte said that the gradual reduction of U.S. troops in Europe will happen 'in a structured way' that won’t impact NATO’s defense plans.
Rutte also mentioned that discussions about U.S. contributions to NATO in a crisis began over a year ago, describing it as a logical response to increased defense spending by European allies and Canada.
