U.S. Citizenship and Immigration Services (USCIS) has announced that foreigners seeking green cards must now apply from outside the country, a move criticized by aid groups.

The new policy requires temporary U.S. residents to return to their home countries to apply for permanent residency. The Department of Homeland Security says this ensures the immigration system works as intended.

HIAS, a refugee aid group, argues the policy forces trafficking survivors and abused children to return to dangerous countries. This is the latest Trump administration effort to tighten immigration.
