Zaur Shukurov, a member of the Azerbaijani Parliament, stated that under the leadership of President Ilham Aliyev, Azerbaijan has entered a new stage of development in digital transformation.
The "Action Plan for Accelerating Digital Development for 2026-2028" includes comprehensive measures to ensure technological progress as a continuation of this strategic vision.
Shukurov noted that digital technologies, artificial intelligence, innovation, and cybersecurity have become key factors determining economic power and national security.
The main goals of the Action Plan are optimizing public administration, improving e-services, strengthening Azerbaijan's position in international digital rankings, and increasing the share of the digital economy in GDP.
One important institutional step is the establishment of the Digital Development Council. Its first meeting discussed the implementation of the Action Plan, legislative reforms, and digitalization of education.
Work is underway on the "mygov" and "mygov Biznes" platforms. The "e-Sosial", "e-Təbib", and "e-Su" applications have already been integrated. The platform's user base has reached 3.5 million.
Innovation reforms aim to transform Azerbaijan into a regional technology hub. A large-scale reform package covering amendments to 34 laws is being implemented.
AI development is a key strategic direction. This year, four AI solutions will be applied on "mygov" and nine in other government agencies.
In cybersecurity, institutions such as the National Cybersecurity Agency and National CERT are being established. Government systems are migrating to the Government Cloud platform.
Shukurov emphasized that digital development policy contributes to sustainable economic growth, governance efficiency, and global competitiveness.
