At least eight people have been killed in missile and drone attacks on Russian and Ukrainian territory in the past 24 hours, local authorities said on Monday.
Damage was reported to energy infrastructure in Russia's Belgorod region. The strikes follow one of the heaviest Russian bombardments of Kyiv since the war began four years ago.
Moscow vowed retaliation for what it called a deliberate drone strike on a student dorm in Russian-controlled Luhansk. Ukraine denied the accusations, saying it struck an elite drone command unit.
In Horlivka, eastern Ukraine, four people including two teenagers were killed, with the mayor blaming Ukrainian aggression. In Belgorod, one man died and another was injured, with power and water cut off.
In Ukraine's southern Kherson region, two people were killed and 16 wounded. Near Kharkiv, one person died and two were injured. In Dnipropetrovsk and Zaporizhzhia, eight were wounded, including a six-year-old boy.
A nine-story apartment building was hit by a drone in Pavlohrad, causing thick black smoke. Reuters could not independently verify the reports. Both sides deny targeting civilians.
U.S. mediation efforts remain unsuccessful. Ukraine plans to send reinforcements to its northern regions.
