Finnish President Alexander Stubb has proposed expanding the European Union from 27 to 40 members, including Canada.
"Wouldn't it be fantastic if Canada became the 28th member of the EU instead of the 51st state of the USA?" Stubb said.
He also listed Turkey, former Yugoslav republics, Albania, Norway, Iceland, Ukraine, Moldova, and Georgia as potential candidates.
The proposal comes amid discussions about EU enlargement and integration.
