A total of 4 billion 454.9 million manat has been allocated from Azerbaijan's 2025 state budget for the reconstruction of liberated territories. This is reflected in the draft law on the execution of the 2025 state budget.
Of this, 84.9% (3,781.9 million manat) is targeted funding, 7.5% (334 million manat) from the reserve fund, 6.2% (276.3 million manat) from capital investment, and 1.4% (62.7 million manat) from other reserves.
Infrastructure projects account for 3,930.8 million manat. This includes 2,521.9 million manat for road infrastructure (2,197.6 million for highways, 324.3 million for railways), 992.5 million for residential complexes and landscaping, 174.5 million for power supply, 124.6 million for water and waste lines, and 55.8 million for industrial parks.
