At the World Urban Forum (WUF13), Economy Minister Mikayil Cabbarov spoke about the liberated territories. He emphasized that the key word here is sustainability.

He noted that one of the main issues is the economic planning of the return process and job continuity. The goal is to ensure the rapid and sustainable return of people who have been away from their homes for years.

A specific economic approach is applied for each city. Measures such as preferential loans and industrial parks have been implemented. The main focus is connectivity and accessibility through roads, bridges, three airports, and digital infrastructure.
