In 2025, Azerbaijan's construction sector shrank by 0.4%. Initially, a 4.8% growth was forecast, later revised to 7.9%.
The Chamber of Accounts stated in its opinion on the draft law on the execution of the 2025 state budget that the construction sector did not meet expectations.
The non-oil and gas sector grew by 2.7%, mainly due to transport and trade.
Construction was one of the key areas where a decline was observed in the non-oil and gas economy.
Although the construction sector grew by an average of 9.6% between 2022 and 2025, the downturn in 2025 contrasts with previous positive dynamics.
