According to the Chamber of Accounts, Azerbaijan's tourism and catering sector showed positive dynamics in 2025 but failed to fully meet targets.
Real growth was 8.5%, against an initial forecast of 15.9%. Even after the forecast was revised down to 9.9%, actual results fell short.
The transport and trade sectors contributed most to non-oil-gas growth.
