Ukrainian President Volodymyr Zelenskiy rejected a German proposal to grant Ukraine associate membership in the European Union.
Zelenskiy said the plan would leave Kyiv voiceless inside the bloc.
German Chancellor Friedrich Merz had suggested allowing Ukraine to attend EU meetings without voting rights as an interim step.
In a letter to European leaders, Zelenskiy called the proposal unfair.
He urged full membership, stating Ukraine defends Europe fully.
Ukraine applied for EU membership in 2022 and was granted candidate status.
