Azerbaijan is entering a new phase in the use of unmanned aerial vehicles (UAVs). Amendments to the Aviation Law, currently discussed in parliament, will regulate autonomous drones for the first time.
Under the new draft, autonomous drones can only fly in state-designated zones. Flight data must be transmitted in real-time to the state system and stored for at least 6 months.
Each autonomous drone must have a certified operator who monitors the system and can intervene if danger arises.
The draft also includes cybersecurity requirements: drone software must be resistant to external interference.
Deputy Vugar Bayramov said the regulations will also cover autonomous ships. Azerbaijan expects to introduce autonomous vessels.
Expert Galib Gurbanov noted that the changes will strengthen security, but the innovation environment must be preserved.
