Education Minister Emin Amrullayev announced the creation of 20,000 full-time teaching positions.

This will happen during the next phase of the certification reform.

115,000 teachers will be included in the new reform.

Those who succeed will work full-time or hourly with extra pay.

Full-time teachers will not undergo certification again.
