The Executive Director of UN-Habitat, Anaclaudia Rossbach, stated that over 80% of cities have experienced significant warming in the last two decades.

Rossbach noted that urban priorities are increasingly reflected in climate policies. The share of national contributions covering urban content rose from 45% in 2011 to 80% in 2025.

She emphasized that housing affordability pressures affect families across all income levels and regions. Homelessness is becoming a growing problem in both developed and developing countries.

Rossbach added that housing policies should prioritize people at risk of being left behind, including those in informal settlements, homeless individuals, and those at risk of homelessness.
