Citizen Tahir Khudiyev claimed in an interview with Baku TV that in 2016, when his property was demolished, he was promised an apartment, office, and parking space in the new residential building to be constructed on the site, but these obligations were not fulfilled.
Khudiyev stated: "In 2016, they met with us and said the building on the site would be demolished. They said it was a state project and signed a contract with us. According to the contract, we were supposed to move into the new building after two years."
The Nizami District Executive Authority reported that in 2016, as part of a pilot project, "Vesta Construction" LLC began construction of residential buildings at the intersection of Shirin Mirzayev and Mehdi Abbasov streets based on relevant permits, and contracts were signed individually with citizens. However, the company failed to fulfill its obligations over time.
According to the authority, a notarized agreement was reached between the LLC and Tahir Khudiyev. Although meetings were held several times, no results were achieved. The citizen was repeatedly explained his right to apply to the court but did not take this step. The District Prosecutor's Office opened a criminal case against "Vesta Construction" for incomplete construction and other illegal acts, and the investigation is ongoing.
