Baku Working Hours Change - Flexible Schedule from 2026

Baku to introduce flexible working hours from 2026. MP Vugar Bayramov explains the benefits of variable schedules for reducing traffic congestion.

Baku is set to introduce flexible working hours from 2026. According to MP Vugar Bayramov, the State Program for 2025-2030 envisages a shift to variable work schedules for government agencies, educational and medical institutions, as well as other legal entities and individuals.

Currently, analyses are being conducted by the Ministry of Labor and Social Protection, Ministry of Science and Education, Ministry of Health, TABIB, and the Transport Coordination Council. The new working regime will be implemented based on lists approved by the Cabinet of Ministers.

Bayramov noted that this model has been successfully applied in Europe, reducing traffic congestion and increasing worker productivity. In 2026, businesses in Azerbaijan will not start work at the same time, which will ease peak-hour traffic.
