Recently, public discussions have reignited over the fencing of seafronts and restricted access to coastal zones.
Baku TV gathered residents' opinions on the issue.
"There are common resources that belong to the people. But some people act as if these areas were inherited from their great-grandfathers," said one resident.
"This is an intrusion into nature. An artificial barrier is being erected between the country's residents and the Caspian Sea, a coastline that has been our heritage for millennia. This is unacceptable," noted another resident.
