Eldar Azizov, head of Baku City Executive Power, stated that the recent heavy rains are related to climate change.
Speaking at the 13th session of the World Urban Forum, he emphasized the need for reforms to combat the effects of rainfall.
“Meetings have been held; we must find solutions,” Azizov added.
