Deputy Elnura Duyshekeeva emphasized that cities are the entities that best understand people's problems.

According to Oxu.Az, she made these remarks at the 13th session of the World Urban Forum (WUF13) during the Global Assembly of Local and Regional Governments.

She noted that local governments face challenges such as climate change and declining public trust.

"Cities hear daily demands and are responsible for the quality of decisions. Municipalities can no longer be mere executors; they must become full participants in global dialogue," she said.
