Speed bumps installed by residents are common on streets, especially in neighborhoods. According to Baku TV, such bumps are placed almost in front of every door in some areas.
Residents say the main goal is to ensure the safety of children and pedestrians: "They put them so cars don't speed. Children can suddenly run into the road."
Some drivers complain that the speed bumps are non-standard and damage vehicles: "There's a bump at every door. We move step by step."
Transport expert Eldeniz Jafarov stated that on public roads, speed bumps can only be installed with the consent of relevant state bodies. However, in the yards of apartment buildings, the Housing Code allows residents to install such barriers for safety.
Colonel Toghrul Nasirli, head of a department at the Main State Traffic Police Department, noted that according to Article 11 of the Law on Road Traffic, creating obstacles on roads is prohibited. Offenders face fines under Article 354 of the Code of Administrative Offenses: individuals 80-100 manat, officials 400-500 manat, and legal entities 3000-4000 manat.
