Famous Turkish singer Haluk Levent spoke in Baku, issuing a disaster warning.

At WUF13, he said: "Even safe cities can face major disasters. We experienced this in Turkey."

Levent noted major obstacles in delivering international aid and proposed a new aid network.

He aims to create the "HLF Chain" platform using blockchain technology for faster support among aid organizations.

After the speech, Levent performed a concert for WUF13 participants.
