Repair work on the Hovsan Culture Palace in Baku's Hovsan settlement began about five years ago, but the building has not yet been put into use.
Currently in a deplorable state, a group of local residents have posted a video appeal on social networks calling on relevant authorities.
Residents say that although some repair work was carried out, the halt in progress has turned the building into a ruin.
According to one resident, interior plastering and window installation were done three years ago. However, due to lack of oversight and incomplete work, the windows were later broken and the interior destroyed.
The Baku City Culture Department stated that possibilities are being considered to include cultural institutions in need of major repairs in investment programs. The issue regarding the Hovsan Settlement Culture House is also being reviewed.
