Amendments to legislation are expected to regulate housing rights of the population returning to their homelands under the "Great Return" program.

Chairman of the Citizens' Labor Rights Protection League, Sahib Mammadov, stated that additions to existing laws and, if necessary, adoption of new laws are inevitable.

Broad amendments to the Housing Code and the Law "On the Status of Refugees and Internally Displaced Persons" have been proposed to the Milli Majlis. The main goal is to regulate property rights over housing for the resettled population.

Key directions include the procedure for allocating housing, its status, and recognition of property rights. Social support mechanisms must be reflected in legislation during the gradual elimination of IDP status.

Social integration, healthcare, education, and employment of the returning population are also priorities. Regulation of land relations for those wishing to engage in agriculture is important.
