Gulshan Rzayeva stated that settlements in Karabakh are built on the "15-minute city" principle.

She noted that large-scale reconstruction work is underway in the liberated territories.
"Smart cities" and "smart villages" projects, green energy zones are priorities.
Housing construction is integrated with transport, education, healthcare, and social services.
