The Khojaly Genocide Memorial was established by a decree of President Ilham Aliyev in February 2025 to immortalize the victims and convey historical truths to future generations.
The project was implemented based on a concept by the Heydar Aliyev Foundation. The monolith surrounding the memorial symbolizes hands trying to protect the residents of Khojaly.
Almond trees, blooming at the end of winter, have been planted in the courtyard. The memorial consists of four sections. The first two sections feature an exhibition hall dedicated to the victims.
Documents, maps, and facts present the historical roots of the Armenia-Azerbaijan conflict, occupation policy, and consequences of Armenian terrorism. The political and legal assessment by Heydar Aliyev is also displayed.
The second exhibition hall showcases Sarkhan Hajiyev's installation and an AI-generated video depicting the tragedy of eight families. Models of monuments erected in various countries under the "Justice for Khojaly!" campaign are exhibited.
The exposition ends with information about the 44-day Patriotic War and the "Great Return" idea. The memorial also includes an assembly hall for official events.
