Shahmar Movsumov, aide to the President and head of the Economic Affairs and Innovative Development Policy Department of the Presidential Administration, spoke at the first meeting of the Digital Development Council.
He emphasized that while international experience is studied, all decisions must align with Azerbaijan's national interests.
Movsumov stated that under President Ilham Aliyev's leadership, digital transformation is a key state policy priority. The Digital Development Council was established by Presidential Decree, and the Action Plan for 2026-2028 was approved.
Under the leadership of First Vice-President Mehriban Aliyeva, comprehensive reforms are being prepared to form a modern legislative base.
The aide noted that this is the most extensive reform initiative in the post-Soviet space for developing and regulating the digital ecosystem.
Reform areas include: legal certainty, competitive tax environment, innovation financing, R&D incentives, talent attraction, market access, and cybersecurity.
