Launched in 2024, the "Material Incentive Project for Scientists" continues in 2026. The Ministry of Science and Education reports that the evaluation mechanism has been refined with experts from Clarivate.
Under the new rules, up to 500 researchers at state scientific institutions can receive a monthly award of up to 1,000 AZN. Evaluation now includes Q3 and Q4 journals.
Patents and utility models are added as bonus points for the first time. In comparison, 150 scientists benefited in 2024 and 300 in 2025.
The improved rules take effect from May 2026. The goal is to enhance research outcome orientation and support practical application.
