President Ilham Aliyev has signed a decree on a new financing model for preschool education. The model is based on a joint participation of the state, parents, and the private sector.
US education expert Goshgar Maharramov commented on the model. He said it is known internationally as "PPP" (Public-Private Partnership). The inclusion of parents in Azerbaijan is a positive step.
Under the model, parents and the state share the cost of the child's education. The private institution provides the service, and the payment is made jointly.
The expert noted that this model is also applied in Turkey. The state allocates funds per student, which can be directed to children attending private schools.
The success of the model depends on the implementation mechanisms. Financial transparency and strict control are important. Without an effective audit system, risks may arise.
Maharramov called the decree the beginning of a new phase. The model can expand access to kindergartens and increase private sector interest.
