Azerbaijan's highest targeted social aid per person in 2026: Shamkir, Gadabay, Tovuz, Guba, Astara.

As of April 1, 2026, the number of family members receiving targeted state social assistance in Azerbaijan reached 349,944.

According to Valyuta.az, the average monthly amount per person was 96.66 manats.

The highest assistance was recorded in Shamkir district – 101.08 manats.

Other top districts: Gadabay (100.74), Tovuz (100.10), Guba (99.80), Astara (99.18).
