"Serious reforms needed in the system"

In 2025, 280 million manat was allocated for agricultural subsidies. Over 400,000 farmers receive subsidies annually. But how effective is this funding?

According to the Ministry of Finance, despite increases in subsidies, crop production has declined. For example, vegetable subsidies rose 42.3% in 2024, but production increased only 0.7%. Potato subsidies rose 8.2%, but production fell 8.2%.

Grape and tea subsidies also increased, yet production decreased. In livestock, despite calf subsidies, cattle numbers fell.

Economist Khalid Karimli says: "The subsidy system only compensates costs, not development. Serious reforms are needed."
