Ugur Ibrahim Altay stated: "Our cities and regions are going through a critical period."
He spoke at the World Assembly of Local and Regional Governments, part of WUF13 in Baku.
Altay emphasized the need to turn climate commitments into concrete spatial applications ahead of COP31 in Antalya in November.
He noted that local governments lead in adaptation and sustainability, but gaps persist without direct financial access and recognition. Azerbaijan's COP29 experience will be applied in Antalya.
