Ramil Safarov was once a famous officer of the Azerbaijani Army. He was born in 1977 in Jabrayil. He received military education in Turkey and started service in Gadabay in 2001.

While attending English courses in Hungary in 2004, he killed an Armenian officer and was imprisoned. Sentenced to life, Safarov was extradited to Azerbaijan in 2012 and pardoned. He was promoted to major by presidential decree.

Now holding the rank of colonel, he works as a lecturer at the Heydar Aliyev Military Institute under the National Defense University. He also serves as the executive secretary of the "National Security and Military Sciences" journal.
