Azerbaijan is entering a new phase of digital transformation in public administration. The decisions and reforms adopted are not limited to increasing e-services. The goal is to transition to a more agile, data-driven, and citizen-oriented model, while developing innovation, artificial intelligence, and cybersecurity.
Decisions taken at a meeting chaired by President Ilham Aliyev in February, including the establishment of the Digital Development Council, laid the foundation. The "Action Plan for Accelerating Digital Development in Azerbaijan for 2026-2028" defines the roadmap for the next three years.
The document includes strategic goals such as optimizing public administration, strengthening Azerbaijan's position in international rankings, and increasing the share of the digital economy in GDP. The Action Plan is aligned with the Information Security and Cybersecurity Strategy, the Digital Development Concept, and the Artificial Intelligence Strategy.
The plan focuses on four main areas: digitalization, innovation, artificial intelligence, and cybersecurity. Infrastructure development, legal regulation, human capital, and governance mechanisms are identified as key supporting elements. Deputy-level officials have been appointed in government agencies to oversee digital initiatives.
On June 29, the first meeting of the Digital Development Council was held under the chairmanship of First Vice-President Mehriban Aliyeva. The meeting discussed the implementation status of the Action Plan, legislative reforms, and digitalization of education.
Priorities include expanding digitalization in public administration, applying AI technologies, strengthening cybersecurity, developing the innovation ecosystem, and supporting investments and startups.
According to the Ministry of Digital Development and Transport, work is underway on roadmaps for government agencies, creation of a National Data Lake, migration of government information systems to the government cloud, expansion of the "mygov" platform, implementation of AI solutions, and development of a national cybersecurity infrastructure.
One key goal is to consolidate government services on a single platform. The new approach envisions all services provided to citizens via "mygov" and to businesses via "mygov Biznes".
Proactive services are expanding: old-age pensions are already assigned automatically. Similar mechanisms will be applied for child birth benefits, document expiry notifications, and mobilization medical check-up calls.
The Action Plan for 2026-2028 presents a comprehensive transformation model covering digitalization, innovation, AI, cybersecurity, and education. The focus in the coming period will be on implementing the set goals and integrating digital development into all aspects of public administration.
