According to the State Committee for Family, Women and Children Affairs, last year 4,299 individuals were charged with administrative offenses for evading alimony payments. Of these, 2,344 were arrested administratively, and criminal cases were initiated against 235.
Statistics show that non-payment of alimony remains a major social problem for thousands of families. Even with court orders, children's support often falls on one parent.
Experts say most defaulters have no official income or avoid responsibility. This has revived discussions about creating an alimony fund.
The proposed model involves the state paying alimony first and then collecting the amount from the debtor. However, some experts doubt the feasibility of this mechanism.
MP Jala Aliyeva stated: "The alimony fund should only apply to those who cannot pay for years; misuse must be considered."
Experts note that in some countries, alimony funds operate through state subsidies. In Azerbaijan, many defaulters lack official income and stable jobs.
