MP Vugar Bayramov stated that social welfare of former IDPs has always been a priority of Azerbaijan's social policy. Over the past 30 years, housing and social care have been strengthened under President Ilham Aliyev's leadership.
After the Victory, 1.654 billion manat were allocated from the state budget: 354.4 million in 2021, 364.9 million in 2022, 353.9 million in 2023, 329.2 million in 2024, and 252 million in 2025. Another 280 million manat is planned for 2026.
The State Oil Fund allocated 2.702 billion manat for improving the living conditions of refugees and IDPs. This is the largest expenditure among the Fund's 13 financing directions.
In total, over 25 billion manat have been allocated for the restoration of liberated territories, including 2026 commitments. More than 85,000 citizens have settled, work, and study in these areas, confirming Azerbaijan's strength.
