President Ilham Aliyev highlighted Baku's modern urban development during the opening ceremony of WUF13.

He noted that Baku was the world's first city to produce oil, starting in 1846, but environmental protection was neglected for many years.

Aliyev pointed to areas like "Black City", Bibiheybat, and Boyukshor, contrasting their appearance 20 years ago with their transformed state today.
