Emin Huseynov, Special Representative of the President for Aghdam, Fuzuli and Khojavend districts, stated that they want to maximize the use of accessible technology.
He spoke at an event held at the Azerbaijan pavilion within the framework of WUF13, titled "From Urbicide to Revival: Sustainable Reconstruction, Resettlement and Development in Azerbaijan's Liberated Territories".
Huseynov emphasized that the goal is to make the best use of all available opportunities. Projects should be cost-effective, high-quality, and implemented in the shortest possible time.
He also highlighted the importance of people's role in processes: "Even if you prepare an ideal project, if people are not listened to, the project will neither be useful nor sustainable."
Huseynov addressed the main difficulties in the reconstruction process. The first problem was mine clearance. For instance, opening a corridor just 20 meters wide to bring an electricity line to Aghdam took a year. Without electricity, other infrastructure cannot be built.
The second major problem was the complete destruction of infrastructure. Underground pipes, communication lines and other elements were destroyed. Their restoration required a lot of time and effort.
