Musa Guliyev, chairman of the Milli Majlis committee, announced the creation of a permanent settlement fund in the liberated territories. This will strengthen the legal framework of the Great Return Program.
Amendments to the Housing Code will establish a new institution. The fund will be used for the resettlement of internally displaced persons (IDPs) and ensuring their property rights.
Proposed changes to the laws specify the conditions for losing IDP status. A person will lose status if they refuse the state's offer.
Under the new mechanism, the state's obligation will be considered fulfilled upon offering housing. This will balance the interests of IDPs and third parties.
