The Turkistan Declaration states that the full launch of the "e-Permit" system and integration of the National Single Window will increase efficiency and transparency of freight transport along the Trans-Caspian International Transport Route (Middle Corridor).
The declaration was adopted at the informal summit of the Organization of Turkic States. Leaders called for promoting the "Digital Silk Road" project and similar digital infrastructure initiatives.
Heads of state also welcomed the signing of a Memorandum of Understanding on the "e-CMR" system among transport ministries of member states in Bishkek on April 23, 2026.
"We welcome the full launch of the 'e-Permit' system to simplify cross-border documentation, reduce administrative barriers, ensure real-time tracking, and enhance efficiency and transparency of freight transport along the Middle Corridor," the declaration said.
The importance of the future application of the "e-TIR" procedure to support international freight transport was also emphasized.
