The state fee for issuing registration certificates to aquaculture farms will increase from 50 to 70 manat, according to a proposed amendment to the Law on State Duty discussed in the Parliament's Agrarian Policy Committee.
The change also adds the registration certificate to the list of permits for entrepreneurial activities, aiming to strengthen state control in the management of aquatic bioresources.
Currently, fishing is regulated by a permit mechanism, while aquaculture was only subject to registration. The amendment shifts control from a post-factum to a preventive stage, allowing early identification of potential risks.
International practice, particularly FAO principles, supports this approach.
